Development Application Process

Do I need a Development Permit?

All development within the County requires a valid development permit be issued unless such development is specifically exempted in the Land Use Bylaw or Municipal Government Act (MGA).  The MGA prohibits commencing development unless a development permit has been issued in respect of it pursuant to the land use bylaw.  Development permits ensures municipal bylaw compliance and protects a property owner from future problems that can be expensive and/or delay land sale transactions.  Please call the County office if you have any questions.

Development permit fees are based on the value of construction.  The fee for residential buildings and uses is set at a minimum of $60 for the first $100,000 in construction value and the fee increases $10 with every $100,000 (or portion thereof) increase in construction value.

Examples

  • Building with a construction value of $89,000 - permit fee - $60.00
  • Building with a construction value of $199,000 - permit fee - $70.00
  • Building with a construction value of $599,000 - permit fee - $110.00


The fee for commercial / industrial / institutional buildings and uses is $150.00 for the first $100,000 in construction value and the fee increases $10 with every $100,000 (or portion thereof) increase in construction value.

The fee for a request for variance of any regulation including setbacks is $100.00 plus regular fee.

Development Permit Fee Penalties

Effective December 14, 2016 the penalty for development that has begun prior to obtaining a development permit was changed as follows:

Residential:  $500 plus regular fee plus $100.00 per $100,000 (or portion thereof) of development.
Commercial / Industrial / Institutional:  $1,500.00 plus regular fee.

Example
A developer who has constructed or begun construction on a residential building valued at $200,000 without an approved development permit from Big Lakes County shall be subject to the following:

       Development Permit Fee   $  70.00
       Penalty                                   $500.00
       Total                                        $570.00

Safety Codes Permitting

Effective March 1, 2012 Big Lakes County became accredited in the Building, Electrical, Plumbing, and Gas disciplines and is now responsible for providing Safety Codes Services within their municipal boundaries. The County has contracted Superior Safety Codes Inc. to carry out the review and issuance of all safety codes permits within the County and to provide enforcement of Safety Codes Act as necessary.

It is the landowner's responsibility to comply with the provincial Safety Codes Act for new construction, additions or renovations, electrical, plumbing, gas and private sewage disposal systems by obtaining a Safety Codes permit. If a development permit is also required, building permits cannot be issued unless a Development Permit has been issued first.
